About File permission help

I am using Windows Server 2008 with AD and face some difficulties for perimission.
Please kindly help.

Here is my situation:
I have 2 group user (Group A, Group B and GroupC)
Folder X include:
- Folder 1
- Folder 2
- Many files

If I would like Group A and Group B can access & modify Folder 1 successfully and Group A and Group C can access & modify Folder 2 successfully, but "many files" can be read / modify Or Hidden to Group B and Group C (Good for both) by Group A only
Is it possible?

Assumption:
- Not relocate many files into a folder (No change for current file sturcuture)
- All subfolders are inherit from Folder X 
- Not edit many files one by one for adding new permission for Group A (Not sure any new files will be created in the future)
- Not use hidden file attribute as it should be take effect for ALL users

Any solution for this case?
