Read only issue on a 2008R2 server

I buit a new server Windows 2008R2 and used Robocopy to copy the files to the new volumes. It all went well with the following problem. All of the files and folders are marked read only. I ran into this when I tried to update the files and I would get messages like, the disk is not ready or the disk is full. The volume has another TB open and I can create and write files to new locations all day. However, even these files become read only and I cannot update them. the original server was a Windows 2003 server and it didn't have any data files as read only.

I have tried many things from running attrib at the command line and removed the read only attribute. It returns when I review the permissions. I cannot remove this attribute even as administrator.

This problem exists even at the console logged in as administrator. Administrator is the owner of the volume/files/and folers. The account has full rights but even as admin, when I create a new folder, it ends up with read only. There is no 3rd part application installed and few roles outside of file server.

Suggestions?
