NTFS Permissions on Home Folder changing to allow everyone automatically

I'm running into what appears to be a strange NTFS issue. On Windows Server 2008 R2 I have a drive that contains home folders. When you browse the mapped network drive as a normal user, other user folders are showing up that are set to allow "Everyone" access. 

I've stripped the NTFS permissions on their folders from the server side and set the folder back to allow inheritance (tried with and without). Then I've manually removed the "Everyone" permission. The inheritance grants the user back to full access and sets the other builtin administrators permissions correctly. However, after checking back randomly, the permissions are reverted back to allow "Everyone" access again. This seems to be happening on about 2 user folders. 

Any ideas? Suggestions? I've never seen NTFS permissions change like that automatically so I'm not sure what could be going on here.
