User folder did not auto create on User shared folder on server

I had migarted DC from 2003 to 2008 Standard. And also moved over all the shared drives. User My Docs is located on 2008server\Users\<username> folder, this folder is also made Offline available on the computer/laptop. Changed GP to point My Docs to new server. I have serveral issues after the migration:

1. New user created on AD when login, user folder doesnot auto create on 2008server\Users\

2. My Docs is still not redirected to new server.

3. There is still shortcut of old My Docs located under User profile folder on the computer. How to remove this and the Sync partnership in Sync Center (there are currently 2, one is the old pointing to old server, and the new one).
