DFS-R Replication issue between 2 Members

I'm having an issue with 2 Domain Controllers which act as FileServer and Replicate between 2 different sites. They are running Windows Server 2008 R2

We have 3 Servers in a mesh configuration.  A fileserver onsite runs Windows Server 2003r2 and is the primary in the Replication group.

The domain controllers are located offsite in 2 different data centers.

Files propogate throughout the topology within a second when running a simply modify of a txt document.

However, i do see backlog when checking for backlog between dc1 and dc2.  dc2 has event log errors: 

Error: 1753 ( There are no more endpoints available from the endpoint mapper )

Restarting DFSR service on dc1 and dc2 allows the backlog between the 2 to go down to 0 (there is no backlog when checking the onsite fileserver out to the remote servers)

but the dynamic port range has already been changed on the onsite FS.  

I've tried setting static rcp port and operation is successfull but backlog between those servers exists, even though there are no other backlogs between any other servers.  Files are only access from Filserver
